As far as I am concerned, Paul was addressing a specific case for some women in Corinth at that time, not a principle to be applicable in today's church for all women. Paul suggested that those women raised their concerns to their husbands at home not at church in front of everyone. it seems that the way they behaved at that time caused disorder and created confusion among the brethren at the church.
